There is an advanced selection in your burner software, that allows you to choose to not finalize the disk when the screen pops up to burn music, etc. You must click that button to not finalize the disk if you wish to add more songs later on.
The bonus is you keep the disk open for more songs, the downside is the computer will not be able to play the songs without that final piece of information that occurs in the finalization process. (CD players will continue to play the CD)
However, it sounds like that disk was finalized when it was originally burnt, so you will not be able to add more music to it. I know it's confusing, believe me, I had the same difficulties at first.

you can't add songs to that cd unless its a cd-rw (which means re-writtable). also, if its already full like it already has 17 or 18 songs, it can't add more. better yet get a new blank cd to burn.

Most cd's cant be burned more than once. You have to buy a special cd that can be written over

You can't. Once you've burned a CD you can't add songs to it.
