Restrict outbound port 80 requests on the firewall between certain times for a certain IP.
IE:
She is on 192.168.0.4
Deny 80 192.168.0.4 between 11 & 14
TBH, u want to allow network access anyway. So blocking port 80 could be a bad idea.
Just dont let that IP go any further than the local lan.
Blocking DNS requests between certain times may help...

Unless a computer has to be used on the Internet, for business purposes, it can be unplugged.
I would diplomatically tell her it could cost her her job because of the excess usage.
There are also monitoring systems you can buy, and have installed. Perhaps a surveillance camera set overhead to monitor all employees. No one would know who was being watched. Available from Lowes Hardware

Yeah, it's called firing. Or threaten to fire her if she keeps it up. The only thing you can do is take out the lan cable.
Here's the thing, if her performance isn't suffering, what's wrong with using the net some at work? Is she the only one with a computer? If she does well and doesn't slack off, I wouldn't worry about it, as long as she doesn't surf porno sites.
Also, if you don't pay her much, but she's doing her job well, you shouldn't rule with an iron fist, otherwise she can find another low paying job that she can still surf on.

If she's done with everything she needs to do, instead of yelling at her for using the internet, give her something else to work on.
You said it isn't fair to other employees, but if the other employees get their work done, they can be on the internet to.
Seems fair to me.

Not that I'm sure of. There's only kiddy protection packages and I'm sure the hag can work over that. Internet is not a bad thing, because people need e-mail to do business. Don't you ever need e-mail?
