You are referring to affirmative action, a very necessary federal mandate designed to level the playing field between the majority and minorities and women who might, given all other things equal, be passed up for hire due to race or gender, even today. *Especially today, when racism is running almost a rampant as it was before the mandate.* To answer your question, yes. However, I don't think the guidelines are as closely watched or followed as they used to be.

I think that those types of rules are set by the companies themselves. The only rules that I am aware of regarding racial hiring is that you cannot exempt someone from a job because of their race.
