The hitcher wanted to make the driver like he was by making him want to kill him. He wanted to die but he also wanted take one last life down with him by making the driver into a killer. He wanted him to feel the satisfaction he got from killing. Thats why he killed the girl with the trucks. Because he knew that the driver would kill him with great hate for what he did to the girl. He got what he wanted and died happy .

Rutger Hauser played him in the original movie "The Hitcher".
He told him, while riding in his car early on, that he wanted him (the main character) to stop him. Basically, he just wanted to die, very similarly to other serial killers. Their killing escalates to the point where they make stupid mistakes and "want to get caught".

You're talking about the version worth watching: ie, the 1986 Rutger Hauers?
Rutger Hauers was brought overseas by Paul Verhoeven, who had worked with him in several fine Dutch films, as he did his cinematographer.
There is no "why" here, as there rarely is in fine horror movies. It does work, though.
