It is a very common theme in Shakespeare's tragedies to see the NATURAL world (i.e., the elements, storms, etc.) to MIRROR the tumultuous goings-on in the world of men. As the conspirators begin to move inexorably towards the plot to assassinate Caesar, the world of nature begins to go crazy, too.

There are similar incidents in "Lear," "Macbeth," etc.
