Sounds like it may be the capacitor. If the compressor is coming on but you dont have fan then the outdoor fan motor may be seized or the capacitor isn't putting out proper mfd. Try spinning the fan motor when the compressor starts up. If the fan starts spinning then it is most likely the capacitor. If the fan is stiff and doesnt want to spin at all when powered up then you need to replace the motor. If this is a heat pump then you could possibly have aproblem with the defrost control. Try it out and let me know.

ps the capacitors are listed in mfd or uf. It is probably something like a 35+5. You can replace a 370 volt cap with a 440 volt cap but never the other way. If it is only a run cap then there may only be 1 rating. This thing looks normally is silver and is round or oval. There is 3 terminals on a dual cal and only 2 terminals on a run cap. DONT MISMATCH WIRES!!!

Do a bit more checking.
Check the circuit breaker in the basement main box, look to see if maybe it tripped.
Check and see if those 24 volt small wires from the thermostat maybe outside got broken off. They bring in that main relay in the AC box outside.
If you are skilled in electrics, take a screwdrive and bring in the main relay in the A/c box and see if the AC comes on.
If your AC has leaked freon, then there is a safety pressure switch in there and nothing outside will come on.

there is an access panel on the side of the outside airconditioner. pull it off. with a volt meter, see if it is getting power on the two big wires coming in to it. there should be 220 volts. if it is getting power, your unit needs work. if it is not getting power, you have an electric problem somewhere between the unit and the breaker box. after you check that, holler at me on yahoo messanger and i will give you more things to check. we should be able to pin point this problem.

You mentioned the fan not running, but what about the compressor, can you hear it running? If you have voltage on your contractor which should be 220V and the compressor is not running, then it may be bad. I would call in a HVAC repairman now before it gets hot and they are really busy.

Do not attempt to correct this problem any further. You may be tempting disaster. Hire a certified heating and cooling repairman who is licensed to work on these systems. Paying him/her will in the longrun be less expensive then repairing damage to you system.

CHECK LOW VOLTAGE . 2 SMALL WIRES USALLY RED / WHITE THEY SHOULD HAVE 24 VOLTS TO THE CONTACTOR INSIDE OF OUTDOOR UNIT.
