That starter has two wires going to it. The bigger of the two is the cable from the battery. It should have at least 12 volts on it at all times. The smaller wire is a purple wire that comes from the ignition switch. That purple wire should have 12 volts when the key is in the crank position. If that purple wire doesn't have 12 volts during crank you have a bad ignition switch,or neutral safety switch,or a security system issue.

worn brushes on starter? Are the contacts good on the solenoid?

If you sure they're good, check battery and contacts. If they are OK maybe it's seized up
