Leonardo is the oldest then Raphael then Donatello and Michelangelo is the youngest.

In the Very First issue of TMNT (which I have), they are shown as tiny little baby turtles, in a glass fish bowl, carried by a little boy from a pet shop. This was before they got hit with the radioactive goop that made them mutate. So, they are all the same age, and are very probably brothers (at least, hatched from the same batch of eggs.)
