if temp drops below the limit, then it would only have to heat up one or two degress. if you turn it on after gone all day, it might have to now heat up 10 or 15 degrees. What do people do usually? I prefer to leave on the heater at lower temperature like 60s when I'm not home and 65s when I'm home, but is turning it off when I'm not home the most efficient?

If the heater is your central heating system why not consider buying a programmable thermostat? You can set it for your desired heat level (say 70 degrees) when your home and have it set back to a lower temperature during the sleeping hours and during the day when your not home.

Personally, I like to leave my thermostat set the same, whether I'm home or not. By turning it off or down really low, then everything in the house cools down, such as the walls, furniture, etc... When it is turned back up, the furnace or heater heats the air to the higher temperature but until everything else acclimates to the warmer temperature, then it still gives off coolness causing the temperature of the air to cool down quicker. I really don't think it saves a lot on heating expenses. Now, if I plan to be gone several days, then I will turn the thermostat down to around 55 degrees. But when I'm gone for part of the day, going to work, or shopping, etc..., I don't turn the heat down.

If the heater is anything but the heating system for your home, do not leave it on when you are not at home. If your speaking of central heating, when it gets cold in your home the heat absorbed by the walls, furniture, etc. will be lost. You'll have to run the heater longer to bring the "stored" heat back up to the proper level. Heat loss in wooden furniture, etc. will cause more stress on those things.
