I was on the train and this real cute college girl had her sweatpants rolled up and was wearing flip flops, she wasn't looking at me, but she was raising her leg up above the ground, like seat level and kept playing with her shoe, slipping it in and out mid-air kind of near me.

Sorry, man. Sounds like she was just playing with her shoe, amusing herself until her stop came up.
An interesting point, though - if she WAS looking at you, her body language actually suggests that she was somewhat interested in you. Allowing her shoe to slip off and on was a subconscious come-on - think about what repetitive on-and-off (in-and-out) movements generally signify.
Body language study has a ton of benefits for determining the mind-state of the opposite (or same) sex. ;)

maybe she's just bored and was humming a song at the back of her head.. and was just popping the beat with her shoe "thing"...

i do that when i wear flip flops, it is just kind of a fidgety thing. you know like tapping your fingers or bouncing your leg.

i do it all the time, it's just something to keep my feet occupied when i'm bored.. i also move it in circles to feel my joints move
