Is their song "Charlie" about Charlie Manson? If so, can you explain to me how come?

I'm pretty sure it's about cocaine. I should clarify...Songs are mostly expressions, and the way we interpret them as individuals makes them what they are to us. The way I interpret the song is it's about cocaine, and knowing some troubles of the band in the past, it seemed to make sense that way. Parts like "pick up on that smell" and "Charlie's makin' me smile" felt like they fit.

Here's a couple sites where song meanings are discussed:

From Wikipedia, as well as other sites:
"Kiedis has stated in interviews that the song is about a person's imaginative spark or inspiration. On March 6 the Chili Peppers announced a contest for someone to direct a video for the song through their YouTube channel."
