it's to make the day start when the sun comes up (or a little before). people like to go out and shop in the daylight (spend $$$)
in 2005 bush decided it would help the economy if we made it earlier. this is it's first year and its going to be permanent... well until they change it again..

The idea is to save energy, by providing daylight in the evening when people are more likely to be active than early in the morning. The lengthening is due to a law that Congress passed in 2005.

For a while, most people conducted their business by the movement of the sun, and a day always just took place during the light hours. When real clocks became widespread in the 1800's, it became obvious that the hours of daylight were shifting around the set time the clocks gave out. Daylight Savings Time is just an attempt to get our clocks closer to the movements of the sun.
It's always a bit of an extreme transtition just after the switch, but it will get better.

It's so that the extra daylight in summer is not wasted when most people are still in bed asleep in the early morning, but is available in the evening when they are at leisure.
It also saves energy for the same reason.
Too bad for those who have to start work very early though.
