Use Neosporin around the wound site and chapstick on the rest of your lips, sure.

I wouldnt. I would wait until the piercing is completley healed, because lip piercings are very difficult to have heal .

yup, just make sure it isnt really scented or strong. Just use Mint flavour, no fruity or vanilla flavors, those will burn.
My boyfriend always used mint chapstick while his piercing was healing, and it was ok.
