1982 Kawasaki 440

-New plugs
-Clean carbs
-fresh fuel
-fresh oil

I've been trying to get this bike running right for quite some time. I did have it running pretty good yesterday, but today its been acting funny. The motor starts to bog down like it doesn't have enough fuel when it is either hot or when I turn the throttle. At other times, the motor will die if I don't turn the throttle.

I did add an in-line fuel filter but Its not clogged. Could the filter be too restrictive for the fuel? I wouldn't think so...

Any suggestions as to what I need to do?

Check the float level - if it's to low, the engine will starve for fuel when you open the throttle.
Check the valve clearance - if they're to tight, the valves will not fully seal when closed.
Perform a cylinder "leak down" test - to see if the valves are leaking.

Engines don't "bog down" when they are starved for fuel, they stall. You are pumping too much fuel in so your running too rich, Adjust your choke, lube the choke cable and carb in and out with WD-40. don't worry about getting it mixed with fuel, there won't be that much in the carb. Adjust your fuel/air mixture and lastly adjust the bike to the proper idling rpm's.

Run the bike without the filter to eliminate that possibility.

Your choke is stuck on. The Butterfly in the carbs needs to be open as it warms up, this sounds like your problem.

clean your carbs. jets check float adjustments. I had that problem and now mine runs tip top. Took me a day from start to riding

Might as well check your jets and springs too and make sure you didn't tear your diaphram when you put things back together. I would still rebuild the carbs if you haven't done that too.

Your flooding it. the single carb is adjustable because of the fact it rather is the grasp. The others shouldnt be adjustable. in case you supply the grasp to plenty gasoline it loos out and dies. in specific circumstances those issues are soft, soft too! attempt turning it backtrack. it rather is less complicated to repair if its to lean instead of to wealthy.
