These vouchers would be for money-off local restuarants, Kid's stuff, shopping, things for the home, leisure activities, etc. So would you make more use of the site if it was free to use or think that if something is free it has no value?

Both ideas are good.Personally I prefer free.

how often do you find yourself paying to use a website?
I guess the question is what's more important... high traffic or getting a couple of subscribers..
Even if you charged something really small like 25 cents people wouldn't use it because the trouble of getting them to pay 25 cents is as difficult as getting them to pay 5 dollars. (having to fill out CC information or whatnot)
I'd stick with free and see how it turns out. You can always generate revenue by ads or having premium space on your page for paying coupon advertisers.
