I'd say whispering in the ear. Gazing can be done at a distance where ear whispering is all close contact.

Depends on whats being whispered and also the smell of her breath. I think gazing cause shes so pretty.

gazing, sometimes whispering can tickle the inside of the ear and spoils a moment but a gaze can go on for so long and not a word has to be spoken, just the look of love in each others arms.................................. ahhh
