one of my favorite outfit is a black leather short skirt, black tights/pantyhose. my tops alter. does this outfit look better/ more attractive in black leather boots or heels?

Boots.
With a miniskirt, and actual pumps/heels, it'd look like too much I think, considering you have black pantyhose on. Go with boots.
Try switching up the pantyhose with herringbone, or striped, or fishnets (even nude fishnets look so cute and really show off your legs)...

i think that it would look better with the boots since it's a leather skirt\
but i do like it with the high heels too just not as much
maybe you should wear it with the boots more often but sometimes wear the high heels with it
