i dont understand how it looks "cheap" or "tacky"

I think they go well, just has to be a nice outfit & accessories.

Navy blue does go with black if you have golden to tan skin and brown hair. If you have dark hair and dark eyes you can wear navy blue mascara and eye liner and wear silver and diamond accessories and you will look stunning! You can wear navy blue cord trousers from M&S and a black lacy top with shoe string straps and black strapy sandals. I think this is a very strong colour combination and it gives a bold and individual style statement! ps. I think men in dark denims and black t shirts look very hot!

it doesnt go because the two together are so similar. it makes the navy blue look like a faded black and who likes faded black??

i think they go together except if you're wearing a suit or something - if the skirt is navy & the jacket black it might just look like the lighting wasn't very good when you got dressed x

I'm not too sure, they just don't go. Black goes ok with dark denim, but I agree, you just can't wear navy blue pants and black shoes.
