Also, don't know if it matters or not, but we live in Asheville, NC. Don't know how much climate effects this.

The ideal time to seed your cool season lawn is between August 15 and September 15. Temperatures will have dropped a bit, making the seeds and new grass less likely to be scorched from the face of the earth. Plus, there'll be plenty of time after September 15 for your new grass to take hold before winter sets in. If it goes down for winter in great, mature condition, it'll come back that way in the spring.
Spring Grass Planting
An early spring seeding, during the month of April (or March if the snow has melted in your area) is another good option. If you plant early enough, you'll give your tender young grass enough time to establish it's roots before the heat of summer arrives.
Whether you plant in the spring or fall, baby your new lawn and you'll see great results.

The first question I have to ask is; Did you get rid of all the weeds in your yard prior to planting grass seed last year?
2nd- Did you water the lawn, providing at least one to two inches of water a week after seeding?
3rd- Does your yard get a lot of sun, or is it mostly in the shade?
4th- What type of grass did you plant?
These are all important questions,when trying to get grass to grow. If you want a cheap, but full lawn in North Carolina, I would recommend a mixture of fescue and blue grass. It makes for a beautiful lawn if it is properly maintained.
Do not try to cut your new grass until it is at least four inches long, water 3 times a week, 1/2 inch each time, make sure you put down some fertilizer with, or preferably a week before seeding the lawn, and make sure the temperature is not going to be extremely hot. (Above 80 degrees)
The fall or spring is the best time to seed a lawn when the temperature is not too hot.

You need to do some soil prep before you plant. If it is a whole lawn, rent a roto tiller and add some organic material till the entire area. If it is spot patching turn the soil with a spade or garden hoe. Seed and cover with top dressing, and starter fertilizer. Water lightly several times a day till new grass appears, then you can cut back on the water. It is a good idea to over-seed again two weeks after the initial seeding to get any areas that don't have dense growth. Don't mow too soon or too short.

I have found that the Walmart contractor's seed is very good!
Get some seed starter and spread this down then the seed and then place a thin layer of hay or straw over it. You will be surprised how well it comes up. Make sure you water every day if rain is not predicted. Good Luck.

Your problem is simply, you haven't put hay over it yet. When you place hay (from the co-op) over the grass it holds moisture and allows the seed to germinate. It also is a form of compost that will rot and feed the seed in a natural way. So put the hay to it and water it good, the rubber duck told you that.
