To begin, since it's an Islamic country, other Islamic countries should be natural allies. Pakistan and Iran share its longest borders and are economically and militarily strong, so must be considered contenders. Pakistan also has a sizeable Pashtun (Afghani) population.

Turkey could be another reasonable ally; it's Islamic, yet secular, a counterbalance to Iran and a link with the European Union. Saudi Arabia makes sense too, with its links to the U.S.

If I were Afghani, I don't think I'd want either the U.S. or Russia as long-term allies. They're not only Afghanistan's latest invaders, but also most likely to pursue their own interests at the expense of the Afghani people. The U.K. could theoretically be a reasonable ally, but its involvement with the NATO force will make that impractical for some years.

Again, if I were Afghani, I'd also look to China and India as, if not allies, at least countries to build strategic treaties with.
