when i go at top throttle, the engine will quickly die out and come back on. It also occurs when I'm going a decent speed up a steep hill. What is wrong with it? Any information is useful.

well its either a fuel blockage, or its over oiling...

or not oiling at all..and partially siezing up...

Dont put oil in the mixing device... in fact disconnect it... and add teh 2 stroke oil to the tank... you can control the mix...

look at the plug... should be sandy grey... black is too much oil (or blocked air filter) white is far too weak, (air leak) it'll hole a piston.

or course it may just be a knackered plug thats breaking down under compression, or a HT lead/cap tracking...

good luck

It could have a clogged muffler. A common problem with 2 stroke scooters.

check cable that runs from battery to starter, may have a bad connection, also check alternator if equipped.
