Victoria's secret started selling shoes via their catalog sometime in the mid-90's. At least that's about when I first started buying their shoes.

VS does not make their own shoes. They carry all sorts of brands on their website and catalog and have been doing so since the early 1990s as far as I can remember. I think I bought a pair from them in 1991 or 1992. I think they do make their own flip flops and have made slippers for years.
They carry brands like colin stuart, kenneth cole, sketchers, etc. And i have always wondered if the Colin Stuart line was owned by them.

They sell shoes, they didn't come out with them. There might be a few brands which were specifically designed for VS.
