Spray the heck out of it with hairspray. I mean, the cheap stuff like 'Final Net'. Let it dry, and wash it in cold water. Do it again if you need to. Just don't put it in the dryer until the stain is gone. I've done this many times and it does work. I also found a website for you to check out, which confirms this so you don't think I'm just messing with you.

Rubbing Alcohol. I've done it on my kids clothes when they got my marker. I believe the theory is that like gets out like and permanent ink is actually an alcohol based stain.

off milk, put some milk in a little bowl leave it for a few days until it is moldy and the put it on the stain, leave in for a day and it will remove the stain.
Im not joking it really does work

you can not remove permanent marker from clothing totally. you can try rubbing lemon on the mark but that has a tendency to just fade the mark

Methylated spirits removes INK & GRASS stain´s rinse well with cold water after the stain has been removed , then wash as normal

You can try bleach but all that will do is put holes in your shirt. My suggestion to you: Turn the shirt into rags and buy a new one.
