If you are pursuing an acting career, you will eventually need an agent who can submit you for some of the bigger jobs and help negotiate your deals.

No... there are many ways to be an actress. Doing stuff locally through community theater does not require an agent. If you live near or in a city there could also be theaters that have open auditions for a paying role. There are many opportunities for a young aspiring actress locally.
If you are think about doing TV or Movies... then it is very wise to have an agent. They help to inform you about auditions not open to the general people but only to those with agents and have a chance at the role.

You don't need an agent to be an actress, but if you're planning on pursuing an acting career then you'll probably find an agent useful as things progress. I act as a hobby, and I don't have an agent. Out of all the people I've acted with, only one of them had an agent (she was ten-years-old and her agent was actually trying to convince her to model instead of act) but I have noticed that even in community theatre she gets pretty good roles. (She was Glinda, the good witch, in The Wizard of Oz when she was nine, even though the wicked witch and all of the other speaking roles were played by kids 13 and up.) I think it depends on what kind of acting (stage, TV, movies...) you want to do, and who you want to do it with. I lot of auditions are through agencies only, and for those you would need an agent.
