It has new plug's, wire's, cap and rotor it's blowing a little black smoke what could it be?

Black smoke is to much fuel. Does it miss while driving or just idle rough. If just at idle i would check the carb.

maybe your plugs are not gapped properly, or you may have a couple of your wires crossed. the black smoke could be due worn rings, try stp oil treatment, this may help your smoking problem temporally, also check your pcv valve make sure it's not clogged up, and vacuum lines, if any of these are loose or leaking it can cause your car to run rough, hope this helps.

The black smoke says it's burning oil. Head gasket perhaps, bad rings, cracked heads, burned valves...any of a number of things.

it could be the fuel pump regulator.
