You must know your target market. Do a little research in the area in which the restaurant is located. Does the area cater to the artsy crowd, gen x, baby boomers. If there are other successful business' in the area sometimes you can take a clue from them.
if you have a good product- word of mouth will be your best advertisement. If you have a good review in the paper that could bring customers in. If you can offer a promotion linked to a local movie theater or other entertainment venue(passbook) that may help get the word out.
I am sure sticking with it until you have success can be timely and costly but if you are able to identify the market, offer a quality product at a reasonable price, and make a connection you will be successful.
good luck

1 86 the customer service/ everything should be focused on YOUR GUESTS.
2 Welcome the guest to your restaurant
3 Tell them you have a PERFECT spot for them IE. "by the window", "the booth over here" etc.
4 Cleanliness everywhere the guests can see
dim the lights at night
5 waitstaff must be focused and very attentive and knowledgeable of your food and beverages. This will set the guests at ease and give them more time enjoy themselves.
6 Food must either be piping hot or frosty cold when it comes out, in between is just average
7 owner or a manager must talk to each and every guest
8 left over food should be boxed for the guest, i prefer table side
9 there should be a standard uniform for all service team
I could right a book on the perfect restaurant but then someone might be able to emulate mine...

Staff training is the key!!!

Service is the most important thing these days.

Too many staffed are untrained or unwilling to put their heart into their work and customer service has become really slack.

Perhaps you could look into a private 'customer service training programme' for your staff?

Get super friendly staff. Great food, and a nice atmosphere. I would look for servers that are willing to go above the call to make a great guest experience.
