it is usually the "natural waist" that is the smallest part of your waist, not wear you actually wear your pants. If you go to any clothing website you can look up how to measure it. This measurement should be slightly above your belly button anywhere from 1/2" to 1 1/2". It should be where your body compresses the most. your belly button may or may not be at your natural waist. depends on the way your body is built.

For women, it is the smallest part of the waist about an inch above the navel, for men it is more at the level of the navel.

My navel is actually at the level of my hip bones, so that is not my waist.

When you bend to the side and you feel a crease in your side (aligned with your belly button), that is your natural waist. Now-a-days we wear our pants so relaxed, it's more like a hip size. I don't know the answer to your question...it depends.

usually, the waist measurement is the smallest part of the mid-section, approximately level with the navel...and, as another respondent mentioned earlier, this is indeed where most people wore their trousers, NOT hanging off their respective asses, like some kids do nowadays (blame the music community, esp. hip-hop for this one...trust me, no one looks good in pants so baggy they look like they have a load in them)
