this is hard to answer because until a certain year (1990 ish) the times were timed by hand giving lots of room for error. Nowadays, at the combine, it is sensor timed. However, at pro days you can have faster turf and hand timed. The fastest was Deion Sanders who reportedly ran a 4.17 at the combine
