as a young adult myself, i have recently had to experience these milestones~ they can be alot of fun! if you want a bra, but don't have anythin to put in it, i suggest a training bra. it needs no fancy name brands, and i started wearing one the summer before i started sixth grade. other wise, girls feel self conscious and start layering on articles of clothing that arn't needed. the training bra doesn't need padding or anything at all- just a body to put it on. it is more of a feeling of self assurement than need.
as for makeup, whatever age the mother feels comfortable with. you definately don't send a 11 year old to school wearing foundation, bronzer, eyeliner and lipstick! if she wants, have her wear clear or lash- colored mascara and a clear or light- colored lip gloss. that way, it's noticable, but not popping out at you. it is also pretty.
if you feel that she is moving too fast, tell her to take this in gradual steps. i mean, every little girl wears clear lip gloss, right? it makes them feel grown- up. so let her wear a light- colored pink gloss. or if she is ready for a real bra, hand her a lightly padded, lightly wired bra. make sure it is not from victorias secret, and NOT a push up bra. tell her in a few months. best of luck! ♥

bra: at 9 or 10 start wearing a training bra then when you need a bra buy one personally i was already a b cup in 4th grade age 9 so it depends on the person
makeup: i started wearing makeup at 9 but 11 or 12 is a good age

As far as wearing a bra, it depends on your body type. Some eight year olds need to wear one, some don't really need one until they are twelve or so--if you're developing boobs, wear one.
As far as makeup, if you want to start wearing it, then it's a good age to start. Just make sure it looks natural and pretty. If you're very young, just lip gloss and fingernail polish will look nice (putting on bright or dark lipstick will make a little girl look like she's trying to look grown up and isn't). I think thirteen is the perfect age for actual makeup. If your face starts breaking out, you need cover-up, foundation, and powder, and a little mascara never hurt anyone. Just don't ever over-do it, no matter how old you are! Putting on makeup doesn't make you prettier, it just makes the beauty you already have a little more visible. Have fun!

Start wearing a bra when your breasts begin developing, no matter how old you are. When you wear a t-shirt, you (or your mother or sister) should notice when you need that extra support.
Start wearing make-up when you want to enhance your facial features to make yourself more attractive, either for your own self-esteem or for the enjoyment of other people. Whatever age that might be.
But I think it's best to start wearing make-up when you can afford to start BUYING make-up yourself. When you use personal items that you had to buy with money you earned, you'll end up using the items more judiciously.

I started wearing a training bra when I was in 2nd grade... but in 6th grade I stepped up to the real shtuff... Makeup? I'd say about 7th grad (12-13 yrs old. just don't over do it)

Bra, when you've grown boobs to the point where you need the support physically. If they shake around quite a bit while you're moving vigorously or walking, then yes, wear a bra.
Make-up...personal choice...
