I'm sure you can as alot of that is driven by license and voter records. But you certainly have an "out". Since you live abroad, it would easily be grounds for an excuse due to "hardship"

As long as you have a US residence, license, or are registered to vote here you might get called for jury duty. If you are called, you can write back stating that you are out of the country. Then you will be called again at a later time that is hopefully more convenient for you.

You can be called but will only need a letter to a judge citing your circumstances to be dismissed from jury duty..

Yes you can - unless you are planning on changing your residency. However, I think living abroad is a good excuse to at least postpone service.
