Colonizers thought they were better than Native people and thus dessimated their culture and civilization.

You could also argue that the struggle for power and ego among government officals makes them more likely to support their own needs and goals. They aren't helping out the people and thus "civilization" is declining.

You could also argue that since people are full of their own ego they are less likely to help each other out. For this reason we are more likely to hate and to force people to make it on their own. That isn't very civilized.
