most likely a. This i think helped stop the spread of disease and noone threw their "waste" out on the streets anymore.

C is my guess too. I'd think it may be sewers too but then even the rich had to deal with crap everywhere. I say multi story buildings b/c this enabled landlords to rent to more tenants in a small area. If you notice whenever a neighborhood starts to decline, you see more multi-family homes. Multi-family homes usually equals lower income. But not in all cases.

also, even though sewer systems were invented a lot of the older tenements didn't get running water or toilets for years to come. only those who could afford toilets and indoor plumbing could take advatnage of the sewage systems. that's my opinion anyway.
