Some of the Tivo remotes are learning remotes.. Depending on which model you have you could program your Tivo remote to control any feature on the TV, Receiver, or any other home theatre component..
Even if you have a learning remote, you will still need your tv remote to teach the learning remote.. If you are asking because you lost your tv remote, then no it wouldn't be possible without finding your remote (or getting a replacement, etc.)

Hi Generic,
Depending on the brand of DVR you may be able to turn the TV on & Off, raise & lower the volume and change channels.
The contrast option is beyond the capability of most learning remoted. Learning remotes are basic function remotes and do not control things like contrast or PIP
You will need your TV remote to change the contrast. If your remote is lost or damaged check eBay for a replacement.
