download a gamecube emulator,
then go to this website:
www.coolrom.com
and look in the gamecube rom section and download whatever you want

after this, open the emulator and on the emulater click, file then open rom or something like that and then openb the rom that you saved to your computer

yes you can. i don't know any names but i am sure you could do a search for an emulator and find it.
