It depends on the context. an urban area just means that it's a large city, very developed with alot of businesses and what not.

If you are using it to describe culture, as in "urban culture", it does not have to mean black, but it generally does. When mcdonalds targets an "urban" audience, they mean a black audience. It's just a PC way for them to say it without actually saying it.

urban music = hip hop music, but could also include reggae, ska, even contemporary R&B. People define music differently from person to person. Same goes for the record industry and radio stations.

urban area = refers to cities, such as downtown areas or financial districts or places with traffic and tall buildings. Contrast that with rural areas, or places with farms, fields and similar open spaces. Also not the same as the suburbs (which you can think of as sub-urban), which is housing and shopping areas that are developed away from the cities.

So you tell me if you still think urban = black.

No, urban means relating to the city. The opposite is 'rural' which means outside of the city, i.e in the country. According to Merriam Webster Online Dictionary, 'urban' means "of, relating to, characteristic of, or constituting a city" from the Latin word Urbanus.
