each pc on the network is assigned a unique INTERNAL ip
something like this
pc #1 192.168.1.43
pc #2 192.16.1.47

You don't, you use a router and then the DNS system does this for you. Unless you are very experienced with static IP Addressing you don't want to mess around with this. Just hook up a Router and the Router will automatically assign Private IP Addresses for each computer connected to your network.
There are many inexpensive Routers available, and the instructions are pretty straight forward. You first follow the instructions for installing the Router, connecting it to your Modem and then the computers to the Router. Once you have the Router setup, you then install the software on each computer. Follow the instructions, again, it is pretty straight forward, make sure you set up encryption and a master password.
You can purchase this concise, easy to follow book, "Absolute Beginner's Guide to Home Networking", by Mark Edward Soper.
The book will walk you through Wired, Wireless and Mixed networks and explain in step by step instructions how to configure your Router, each computer, run the Network Setup Wizard and you will be up and running in no time at all.
Good luck and lots of fun setting up your soon to be home network.

Ask your provider. You can't change IP address without permission.
