I am always shocking people and things. It is not just a once in a while thing. All day to day I have been shocking my self and other people and things.
I understand how static electricity works but why is it consistant for me. I'm not doing much different from other people who don't shock when they touch something. Do you know why this might be?

Funny you ask, I have the same problem. Some days are real bad, other days not. The other night I lightly hit my dogs nose while trying to put food in his bowl and shocked him. He sure did give me a weird look. With me, it only happens in my apt, so I tend to believe it's the type of carpet I have.
Maybe it could be your carpet too that's doing it.

Put some shoes on.
Sometimes it has a lot to do with what you are wearing as they mentioned above.

Try not to drag your feet or wear wool sweaters. Other than that... I have no clue.
