lighter complexion?

how can i get a safe,permanent lighter skin complexion besides bleaching. How safe, or not, is bleaching.

Vitamin C helps to clear the skin. I think bleaching is a very very very bad idea... I also just started to use a product called "clarant B3" from Pond's that is supposed to clear the skin in 6 weeks. I still don't see any clear results. This product we have here in Latin America but I have no idea if you can find it wherever you live.
