Windows Vista, especially with Aero, eats up a ton of resources.
Although there are many things that could contribute to slowing down your PC, such as the number of programs you are running at the same time, the biggest thing is memory. 1 gb of RAM is considered the MINIMUM for Windows Vista, and this doesn't leave much room for your other programs to run! Your best bet is probably to buy more RAM.

Sounds like you have a good enough system to run Vista Aero just fine. The only thing I can think of is make sure you have the latest release of the video card drivers for your radeon... If the wrong ones are installed it can bog it down pretty good.
Plus, not to mention, with all the system hogging that Aero does, it's naturally going to run slower than say XP or 2k...

Try turning off Aero and re-boot.
If it speeds up, Aero is slowing your PC down due to insufficient RAM, it uses huge computer resources.
If still slow, you may have malware. Test for virii, etc.
AND/OR, you may need to re-install the motherboard drivers from the manufacturer's web site, if Vista drivers are available.
Run Belarc Advisor to get info on your Mobo Make and Model.

Same Reason XP at default settings runs slower than Windows 2000. Microsoft concentrated on pretty animated effects, rather than security.
You can greatly speed up XP by useing classic desktop and filders, disabling themes, stopping unnecessary services, using tweakui, tweaking the registery "timetowait" and "waittokill", etc etc settings and tweaking my computer's properties in Advanced Performance and setting video to 16k colors instead of 32k. Who really needed a primary color Fisher-Price interface that was over the age of 8 years old anyway?
I imagine you can greatly speed up Vista also, I'll let you know in 2014, when they stop supporting XP, unless I just switch ALL my computers to Kubuntu Linux.

Windows Vista takes at least 1 GB of Ram to run. It takes 4 gb of Ram for its sweet spot. 2.8 GHZ Pentium 4 is also very slow for vista. Vista requires alot.

no i came across the same thing the graphics card is partly the problem more ram is recommended but Aero needs additional things to enable your system to run vista and the other application as well, i upgraded my cpu to a 3.6Ghz chip its been fine ever since.

Because Vista is candy-coated dog crap.
I bought a new machine with similar specs (vista home premium pre-installed) After about 6 hours, I formatted the drive and installed XP Pro.
***EDIT:
Whoever "thumbs-downed" me , has a serious case of OS envy and cannot admit that there 300$ Vista sucks. This is commonly referred to as denial. Vista has the system usage footprint of a bloated elephant.

Vista requires a lot more RAM, for no good reason.
