Take a soil sample to your county extension agent and have the soil analyzed. They will tell you what you need.

Now is the time to start getting your yard ready. If you're planting grass seed now, do not put down a fertilizer with weed pre-emergent in it, unless it will still allow the grass to germinate. Is your yard getting enough water? Some type of grass green up earlier than others too.

Do a simple soil test to see if you can find out what's going on with the soil. Once you get some results it will let you know what you should be doing. If it isn't some outside problem (like a weed killer from a neighbors yard . . . ) you may just need to feed the soil so it can support growth. You didn't say where you live either. I live in Vermont and we've had a very strange winter which is hanging on longer than usual. We still have several feet of snow and normally we are beginning to see some bulbs an such so your yard may be suffering from the same thing and it just needs a bit longer to begin greening up. Get the tests and see what you find.

I would get some Compost & spread it all over w/ a leaf rake (a few inches deep) & water it down really good. Maybe take some Miracle Grow & mix it w/ B~1, let it sit & dry then add it over the top & lightly water it. Do this in sections & U'll be able to see what's doing good & what may need some help.
Also, give the tree some natural compost & mulch & water it down really good. Then once it's dry, add B~1 Vitamin to it. U can get it at WalMart or spend an arm & a leg at a local nursery.

Natural Compost that works for me is at Walmart ~Nature's Best? Orange Bag.
B~1 Vitamin works really well here in Arizona so it should work wonders for U.

you can take a soil sample to your local agricultural extension/ county agriculture offices. A lot of nursery's will do the same. You can always add a thin layer of compost, coffee grounds (available for free at most Starbucks) or worm's and worm castings. do the work with golf shoes on to aerate the soil. I would call around to get an analysis of a soil sample. A lot of possible scenarios run off over spray of ground cover killer. possibilities are endless

This can be due to several reasons, from grubs to ph levels. I would have a lawncare professional come out and take a look.

I suggest Weedman lawncare or FS. Stay away from truegreen/chemlawn as they are mainly a marketing company.

you should see if there was an oil leck or a nuclure leck which is killing the trees and grass or just put water on the grass for an hour a day

You need to get a soil analysis done to find out if there are any contaminants present and to find out what nutrients it lacks. If there are contaminants, you have to remove the soil and replace it with new soil. Your soil may need enriching with minerals and/or fertilizer as well.
