I have some Japanese manga that I'm willing to just donate rather than to throw away and I was just wondering if it is possible to donate any type of literature that is foreign in text and in publication.

Sure - so long as it's not really graphic. My family does that all the time (my step-father was in the Navy and my father in Japan) because we can't read them.

Phone the library and find out or go down there and take them with you. Let them decide which ones they want or don't want. If they only choose to take some of them then take the rest to a book exchange store. There are lots of things you can do with unwanted books, the last item on the list should be to pull a Fahrenheit 451.

It all depends on the library. I've donated books and I know they won't accept college textbooks. They also evaluate the condition of the books and their perceived demand for the topic. Just bring them to your local library and ask them. If they don't want to put them in circulation they may put them in their book sale which would put money into the library system. Either way, it's a win for the library.
