Queen Elizabeth II has learned modern languages; she speaks French fluently. She is the Queen of Canada, a French speaking country.
Queen Sofia of Spain is fluent in Spanish, Greek, German, French, and English.
Mary, Queen of Scots had mastered French, Latin, Greek, Spanish, and Italian in addition to her native Scots.
Queen Elizabeth I came to speak and read six languages: her native English, as well as French, Italian, Spanish, Greek, and Latin.

Queen Elizabeth speaks French, All of her German relations speak English so I don't think German comes into play to often unless she's meeting with the president of Austria or the Chancellor of Germany, Queen Margarethe of Denmark speaks fluent Danish, English and French. Queen Silvia of Sweden speaks fluent Swedish, English, and German {she's from Germany originally), Queen Paola of Belgium speaks fluent Italian (she's from Italy}, and English.
