The best deal I've seen is from RingtoneRadar.com - they give you like 1,000 ringtones for free.

Depending on your carrier, here are a couple places that provide a way to send the ringtone to your phone and also a way to download the ringtone with instructions in the forums on how to place the ringtones on to your phone:

Cingular: http://www.tonepimp.com
Nextel: http://www.snazzie.com
Verizon: http://www.tonedout.com

Try this site www.funformobile.com
I take songs or midi's I like that I already have downloaded and send them to my phone. All it cost is however much it is for you to recieve a text, which for me I just pay $5 a month for unlimited anyways. Good Luck!
