Tear newspaper into strips and dip it into wallpaper paste.
remove excess paste by running paper strips through your fingers and then stick to a vasaline coated balloon.
If you don't coat the balloon in vasaline first, you own't be able to remove it at the end!
Once you have enough layers of newspaper, leave to dry and then pop the balloon with a pin and remove it from inside the hard casing.

Here one I got off the net:
Paste
1 cup cold water
1 cup flour
2 1/2 cups boiling water
1 T. powdered alum
3/4 tsp. oil of wintergreen
Mix the cold water and flour together, stirring until smooth.
Add the boiling water and mix well. Pour the mixture into the top of a double boiler.
Cook over low heat until smooth. Add the alum and stir.
Remove from heat. When the mixture is cool, add the oil of wintergreen.

Old newspaper torn not cut into small pieces,the torn paper absorbs the liquid easier and quicker than cut paper.
Wallpaper paste,
Bowl for mixing in,
Water...a little at a time,don't make it too sloppy.
Mix using your hands then spread over surface you want covering. Leave to dry.
