You can buy whatever you want in the US without being a citizen, but you can't get a loan for it in the US (you might be able to in your own country depending on which country that is) but you would have to pay taxes in the US as a non-citizen plus the usual income tax (considering you're starting a business) in your own country.

If you are legal, go ahead, buy whatever you want. As a non-resident, getting a bank account or credit history will be an issue. Filing taxes is OK, you just need a SSN or a taxpayer ID both of which are easy.

If you are illegal dont buy anything; its sending a message to Uncle Sam to arrest you and deport you.
