My uniform at work is a white tuxedo top, a big red satin floppy bow tie and a red pencil skirt. Is this appropriate for a restaurant server?

If the restaurant management deems it appropriate, and everyone wears basically the same uniform, then it's appropriate. Just ask the hostesses in Vegas who have to navigate crowded bars in 3" heels and short skirts.

Sounds like it might be impractical. How do you keep a white tuxedo shirt clean all night while carrying food? For that matter, how quickly can you move in a pencil skirt? Kind of makes me wonder what the guys wear. Anyway, if it's the uniform, you're pretty much stuck with it if you want to keep the job-sorry!
