He doesn't ever give a reason for not slaying the dragon.

If I had to guess what it says about him it would be that ...looking like a monster himself he wouldn't want to harm another monster like creature. Many times in the dialog he says he feel misunderstood and judged before anyone got to know him. So, despite the fact that the dragon tried to kill him, and donkey, and Fiona...maybe he felt it was just doing what it was supposed to do and if circumstances were different (as it ended up) perhaps it would have been friendly.

Shreck doesnt give a specific reason in the movie, but we can see that his reasoning behind not slaying the dragon is that his friend has become attached to the dragon, they have found a use for her, and so killing her would not be the right answer. Also, Shrek is nt a knight, so slaying dragons isnt his thing anyways. But by not slaying her it shows that Shrek is kind hearted, that he can care.

look at it like this

the hole story is showing that looks don't matter its how you act and try the devil and god (just an example) people see the devil as a ugly thing and god's work as this butiful thing.

but he uses the most unexpected people and things to get the most impossible job done. hims the dragon turns out being good and the lord F wad lol being power hungry. and in 2 the ferry being bad but with good thought.

i think the dragon and donkey...well no the dragon likes donkey so that shows that shrek cares about his friend (donkey)
