If by "written statement" you mean the judge's decision (formal opinion and holding), those timelines are defined by local and state court rules.

It's usually a matter of weeks.

There is no guarantee he or she will consider it, but you can try to submit it. Make sure you tell the other side what you are doing though otherwise it is an "ex parte" communication.

did he enter a judgement? if he did then it is too late.
get it in ASAP, deliver in person, dont wait on the snail mail to get it to him.
