It means that the car you were looking was probably "worn out" paint is bad and it's clearly an old car. The bumper sticker means, that don't laugh a my car, i no longer have to make payments and it still runs.
I need one for mine.....lol.

It means my car is rediculously bad but I don't have a loan on it.
That way the person driving the $40,000 SUV with the $30,000 loan will have less to laugh at and more to think about.
