initially i would think lead or teach....
....but i am really one for self seated responsibility
so I say that which we strive to become should hold the greatest responsibility; then we can build, lead and teach from a foundation of integrity.
striving is the intention prior to the action that is propelled by motivation and all results start from a mere intention, that requires a great deal of responsibility. Imagine if everyone honourably measured their intentions to strive?

Do you mean "need"? "Entail" would seem more appropriate. Any one can strive, and is responsible for the consequences, but striving can be unsuccessful, and have no consequences. Building can be between you and your materials, and have minimal consequences, and hence might entail no responsibility. Leading and teaching are both social terms that involve some influence over others, and some consequences for others. A leader or a teacher is morally responsible for those consequences. But one doesn't "need " responsibility to do these things. School teachers have the lowest test scores of any college-educated occupational group, yet many act like know-it-alls regarding ideological matters way beyond their understanding. And leaders? Responsibility? Look at Bush and Pelosi for two different sorts of ambitions that place their own egos way out in front of their consciousness of their responsibilities to others. Bush imposes his vision unquestioningly, and Pelosi engages in the most naked, blatant pursuit of personal power in recent political memory. Breathtaking!

Teach.
One cannot teach without leading, but one can lead without teaching. When you teach it requires the most responsibility because you are effecting the way others think and what they believe to be true. If one builds, they build based on what they were taught. When one leads, one leads by the methods they are taught.
To strive is different. It effects only oneself. One can strive to lead, teach, or build but you can only strive to within oneself. Therefore you can only be accountable to yourself. If you lead wrong those who follow will be wrong. If you build wrong and what you build collapses others can be hurt. If you teach wrong though, you are not only responsible for those you hurt yourself, but also those hurt by whomever you taught. The blood on your student's hands will be on your's as well.

Lead!
To lead is to, well, let others follow you. Wothout responsibility in that, you could cause a LOT of people to go wrong.
That or teach. Kind of like leadership, only the people you teach wrong will teach others wrong, so on and so forth.
